A woman discovered the black device while using the family restroom on the first floor of JCPenney at the Newport Mall, Hudson County Prosecutor Esther Suarez said.
The Hudson County Special Victims Unit investigated and identified Andy Cardenas as the person of interest, Suarez said.
Multiple electronic/digital files were recovered from the recording device, which contained images from several unidentified restrooms, Suarez said. It is not yet known how long the recording device was being utilized, Suarez said.
Cardenas was charged with invasion of privacy. He is due back in court on Tuesday, Oct. 22.
